Project security is a mobile problem. The boundary moves with the work, the stores relocate, and the assets — steel, cable, fuel, plant — are heavy, unmarked and saleable. We plan in phases, patrol rather than post, and expect the manning to change as the project does.

Project loss is heavy, saleable and moved by vehicle — which narrows where it can happen and when.

Material theft — steel, cable and formwork

Reinforcement steel, copper cable, scaffolding, shuttering plates and cement are stored in the open, consumed in quantities nobody counts precisely, and have an immediate resale market. Losses are commonly disguised as consumption or as wastage on an over-generous norm.

Fuel and diesel pilferage

Diesel is drawn continuously for plant, generators and vehicles across a spread site, often issued against a slip rather than a meter. Siphoning from parked machinery at night, inflated issue records and short deliveries at the fuel point are the standard patterns, and the loss is continuous rather than incidental.

Sites with no defensible perimeter

Linear works, dispersed sites and areas open to public roads cannot be enclosed. Boundaries are notional, access points multiply as work progresses, and any plan that assumes a fence will be describing a site that no longer exists.

Labour camp discipline

Camps concentrate a large, transient and largely unverified population next to a valuable site. Incidents inside the camp, alcohol and contraband, movement between camp and site at night, and friction with the surrounding community all become project problems whether or not anyone planned for them.

Plant, machinery and community interface

Idle equipment loses batteries, hydraulic components and fuel. At the same time the project has to manage a statutory safety interface and the risk of local agitation or work stoppage — situations where the security response has to be documented and deliberately restrained.

A project deployment is phased by construction stage and built on mobility — patrolling routes, fuel and store control points and camp cover — with the manning plan formally reviewed as the site changes.

Post structure

Static posts only where value concentrates — the material gate with challan verification, the stores and yard, the fuel point and the plant parking area — with the remainder of the site covered by mobile patrols on defined routes and recorded check points. Labour camps carry their own gate and night cover.

Supervision layer

A project security supervisor works to your project or EHS manager and owns the manning plan, the patrol records and the fuel and material registers. Because the site changes, the supervisor's most important duty is proposing revisions to the plan rather than administering the original one.

Phased and seasonal manning

Manning is planned by construction phase — mobilisation, peak execution, testing and commissioning, demobilisation — and reviewed at agreed intervals as areas are handed over, stores relocate and plant is demobilised. Night strength is weighted heavily, because that is when heavy material can be moved by vehicle.

Escalation and reporting

A written escalation path covers material or fuel loss, an accident with statutory reporting consequences, local agitation or a work stoppage, unauthorised entry into a live work area and police or authority interface. You receive patrol compliance records, a fuel and material exception summary, and a scheduled review with project leadership.

Our site changes every month. How can a security plan stay relevant?

By being written to change. The plan is structured by construction phase and reviewed at agreed intervals against the programme, with the site supervisor formally responsible for proposing revisions as areas are handed over, stores relocate and plant is demobilised. In practice, the review discipline matters more than the original plan, because a project deployment that is never revised becomes both expensive and ineffective within a quarter.

Diesel loss is our biggest single leak. Can guarding stop it?

Guarding contains it; procedure and enquiry stop it. Containment means a controlled fuel point with recorded issue, night cover over parked plant and patrols timed to when siphoning actually happens. Beyond that, the loss is a reconciliation problem — issue against running hours — and where the figures point to a specific point or shift, an investigation will resolve it more decisively than another post at the fuel bay.

Our site is remote with no facilities. Can you actually sustain a deployment there?

Yes, provided the practical arrangements are agreed at the outset rather than assumed. Accommodation, water, transport and relief rotation for personnel at a remote posting are settled in the contract, because a deployment that cannot be sustained will show up as absenteeism and turnover within weeks. We would rather negotiate that honestly at mobilisation than quietly under-deliver later.

What do your personnel do if there is a local agitation or a work stoppage?

They protect people and assets, record what happens, and escalate — nothing beyond that. Instructions on such situations are written and deliberately restrained: no confrontation with a crowd or a protest, immediate notification of your project leadership and, where the escalation matrix provides for it, the local authorities. This is a management and community-relations matter, and security's role in it is to hold ground and document, not to resolve it.
